I support the FAES student housing proposal. I've lived within 1/2 mile of NIH for nearly 40 years (half of which in Maplewood), and consider NIH to be one of the primary attractions for our neighborhood. I also think that they and their related organizations have always tried to be not just good, but great neighbors. I think the residents of the FAES housing could add a very enriching element to our already cosmopolitan environment.

The US Navy recently released its draft environmental impact study (DEIS) for the consolidation of the National Naval Medical Center (NNMC) and Walter Reed Medical Center.

Unfortunately, the DEIS suffers from flaws that understate the expansion's likely environmental impacts. Two related findings are noteworthy:

First, adding ~500,000 patient visits per year is predicted to increase the number of congested intersections during peak PM commutes near NNMC. In other words, the area will go from 5 failing intersections to 5. The number of failing intersections in the area doubles if one counts those beyond Montgomery County’s "acceptable" range (i.e., >1450 vehicles/hour). The report obscures both of these points.

Second, despite the likely worsening of many roads due to NNMC expansion, the U.S. Navy may have no obligation to fund or manage improvements outside of the base’s perimeter.

County and state leaders must act now to address these issues. We need rigorous traffic surveys and effective solutions to all adverse expansion-related environmental impacts.

Most importantly, our leaders must obtain sufficient funding from federal sources for infrastructural improvements. Otherwise, remedying the impacts caused by an unfunded federal mandate will burden county and state governments to the tune of hundreds of millions of dollars.

It is unnecessary to build another school in this area. I believe that we can also stop planning for more residential areas. Are we going to take down the last bit of forest in our area? Having a school also drastically increases traffic, even with an entrance on Old Georgetown Road. If we are looking for things to do to the Heart House why not make it a community center?

However, some say that these open houses are more of a public relations tour and don't supply much hard information to the general public, especially ridership studies. See See David Lublin's Maryland Politics Watch for a critique of the process.

While I certainly support soccer enthustacially, there are already soccer fields at the YMCA, the French Scehool, and Maplewood Park. Does the proposed new schoool have an opportunity to share any of these? It would be undesirable to lose more trees.

[By the way, my message was partly covered by the frames labeled, TAGS and Other.]
