MCA General Membership Meeting Minutes 9/19/07

The following officers of the Maplewood Citizens Association attended the General Membership meeting, held September 19, 2007 at the Heart House:

- Allen introduced the new MCA officers, Janet Maaloof – Vice President, and Joe Levin, Treasurer. Carol Linden remains as the Secretary and Allen Myers was reelected as MCA President.
- The Secretary’s reports from the November 15, 2006 and March 29, 2007 meetings were read and accepted.
- Phil Alperson, the BRAC Coordinator for Montgomery County, gave an overview of the BRAC action at the Bethesda National Naval Medical Center. He noted that the NNMC BRAC action is the 3rd largest of the BRACs in Maryland, behind Aberdeen Proving Ground and Ft. Meade. One of the biggest concerns with regard to NNMC is traffic. The base now has approximately 430,000 visits per year, and it is projected that the number will increase to 900,000 with the consolidation of WRAMC with NNMC. Thus, traffic and pollution are the biggest issues for the local community (vs schools, housing, etc). Congress must pay for the changes required on base but they are not obligated to pay for community changes. Our state senators and representatives must engage on these issues. Publication of the Environmental Impact Statement (EIS) has been delayed until late October/early November. The Navy has appointed a 3 star officer to oversee the combination of the two hospitals. They are also working on a traffic demand management plan and may modify the entrance to the base on Jones Bridge Rd.
- Cathy Gates, representing the ACC Heart House, and her team, provided an update on the development plans for the property. The original plan proposed 37 units. The Design Review Committee of Parks and Planning had some serious comments. The ACC plan kept Camberley Ave “as is”, but the DPWT and Parks and Planning wanted to change it either to a cul-de-sac or a through road to Alta Vista. Another change was to the location of the storm water management system, which was shifted to the property interior in order to save trees. A lot on Old Georgetown Rd was deleted and the interior of the site design changed to add on street parking (29 spaces) and a rotary at Camberley Ave. The unit count was reduced to 36. This plan results in a density of 3.7 units/acre, which is below the density of several adjacent and surrounding areas. In response to questions from the audience, the team clarified that access to the houses on Old Georgetown Rd is through an alley system and that there are no driveways on Old Georgetown. The team reiterated that this design is not necessarily locked in. This is a preliminary plan, and the ACC has not decided whether to sell at the preliminary or site plan stage. The revised plan has not yet been filed with Parks and Planning.
- Bonny Palmer talked about the French International School Traffic Management Plan. There was a 1 year trial of the revised plan starting in September 2006, after the new school was built. It has worked well. Bonny made a motion to support the recommendation of the Neighborhood Liaison Committee to accept the revised Transportation Management Plan dated June 2007 for the French International School. The motion was seconded and carried unanimously.
- Fred Rabel presented his audit of the MCA financial transactions for the period 9/1/2005 to 6/30/2007, which he assessed to be satisfactory. He recommended that the MCA audit be conducted every two years, rather than every year (as required currently) and that the bylaws be modified to remove the requirement for the auditor to submit the bank statements. Bill Davis made a motion to have the audit done in time to present at the September General Membership meeting, versus the current requirement for it to be done in May. The motion was seconded and carried.
