2/22/11 MCA Executive Committee Meeting Minutes
Attendees: Allen Myers, President; Ralph Schofer, Vice-president; Barbara Harrison, Secretary; Jan Maalouf; Heather Sullivan, Newsletter Editor
Secretary’s Report
Minutes of the January 4, 2011 meeting were approved.
Treasurer’s Report
Hugh was absent, but had emailed a draft for consideration. This is the same report as will be presented to the general meeting on February 23. We now have over 150 members.
Liaison Reports
Citizens Advisory Board – Allen reported there is a meeting tonight to talk about efforts to save parks affected by cutbacks
Bethesda Country Day School – Allen met with the Community Liaison Group for BCDS. Cynthia Brenneman from Department of Public Works (leasing authority for the school) said that the bus doesn’t require modification of the Transportation Management Plan, as no additional kids are involved. Allen pointed out that these children will now be picked up by parents. A note will be added to the TMP to indicate how the bus is being used. Traffic backs up onto Old Georgetown Road due to bus stops on Beech, but nothing can be done – kids need to be dropped off at locations near to their streets. A lot of the traffic is Montgomery County school buses.
French School – no report.
NIH Liaison – Ralph Schofer reported that the new manager is the Chief of Communications for NIH. Neighbors have pressed the point that meetings of this group should deal with issues that impact surrounding neighborhood. Communications seem to be improving.
Committee Reports
Neighborhood Watch – no report.
Old Business
BRAC – Jan reported that the BRAC Implementation Committee met on Feb. 15. Funding is still an issue. $300 million is in the CR, who knows what happens. Van Hollen got language into HR 1 but it’s not clear it will pass Senate. The County Office of Public Information will put signs on buses about BRAC. The Navy says that movement of staff and patients will happen 6 months from now. A new light at Northwood Drive is in the permit process – this will be installed in late July and will work only during rush hour.
Cedar Lane will be closed this summer for bridge repairs before the Navy move. There will also be major traffic issues on Old Georgetown due to road work from 2 blocks north of Battery Lane to the center of Bethesda.
MCA Tax Exempt Status – No news since our submission to the IRS.
Cut-Through Traffic – Heather mentioned that there were some traffic counters on Alta Vista. The first step is a simple count to see if there are 200 cars per hour. Allen will send email to follow up.
Development Plan for Heart House – Tomorrow night, Streetscape will present at the general membership meeting. Allen had a meeting with Ron Kaplan from Streetscape. Allen thought their plan looked good in general. Camberly will have to be opened. They will save the trees on Alta Vista/Locust corner and plan single-family detached homes. Their goal is to get this to Development and Review Committee at Park and Planning by the end of month.
Maplewood AltaVista Playground Equipment – Berliner has been on top of it, and he followed up on his own with another letter to Parks and Planning.
On a separate topic, Jan also got an email from Berliner’s admin asst. Susan, who is checking with the county arborist about trees with orange dots on them – when will they come down.
New Business
Items for Website Homepage – What do we want to see on homepage? Something about Heart House, BRAC article, Status report on park. Barbara will email Mark asking him to post only finalized Executive Committee minutes.
Articles and deadlines for The Mapleleaf – Decided don’t need a March newsletter.
Neighborhood helper list – Heather can send this to the listserve in March in lieu of list in March.
New Meeting Signs – Our meeting location/time may change, so hold off ordering them. Allen will put this on the agenda for the general meeting. If Heart House is torn down, other possible meeting locations are: Knights of Columbus, assembly room at the County Day school, YMCA, Boy Scout Center? We can’t ask the French School, because their special exception says the gates will be locked after school. FASEB has an auditorium, and they have offered – it’s about $100 to open the facility.
Other New Business -
Allen has to appoint a nominating committee to come up with a slate of officers for the vote at the May meeting. He will ask for volunteers at tomorrow night’s meeting.
Prepared by Barbara Harrison. Approved by email in May.
